the impression that Herzl advocated the transfer of Arabs of

interview with Edmond de Rothschild, where the latter stated that
Herzl's notions would serve only to bring in "one hundred thousand

Again, this truncated, very much out of context quote is presented on
a number of sites, in a number of forms, with a number of titles for
the unfortunate Yosef Weitz, whose importance has been severly
inflated. The attribution is generally to a December 1940 diary
entry. Weitz's position is given variously as "Jewish National Fund
administrator for Zionist colonization" (Felton and others), " Head of
the Jewish Agency's Colonization Department in 1940" (Allahuakbar),
"Jewish administrator responsible for Jewish colonization and member
of the Jewish Agency's first Transfer Committee" (Palestine
Information[sic] Center); " Director of the Jewish National Fund"
(OpenTownHall.com); "head of the Jewish Agencys Colonization
Department " (khalifa.com and cactus48.com).
In fact, Weitz was Director of the Land Development Division of the

The diary entry is for for 20 December 1940. The date gives a clue as
to the context of the times. Weitz had met in Jerusalem with
engineer-surveyor Zalman Lipschitz, who had spoken of the need to
prepare material, including details of Arab villages and the possible
development of future intensive agriculture. At issue was Palestine's
potential ability to absorb millions of Jewish refugees from Hitler's
Europe.
"It should be clear to us that there is no room in Palestine for these
two peoples. No 'development' will bring us to our goal of independent
nationhood in this small country. Without the Arabs, the land will
become wide and spacious for us; with the Arabs, the land will remain
sparse and cramped...The only solution is Palestine, at least Western
Palestine, without Arabs. There is no room here for compromises...The
way is to transfer the Arabs from here to the neighbouring countries,
all of them, except perhaps those from Bethlehem, Nazareth and the Old
City of Jerusalem.... Not one village, not one tribe should be left.
And the form of the transfer needs to be the creation of a refuge for
them in Iraq, in Syria and even in Transjordan." [To create a refugee
for Arabs and resettle them obviously required large sums of money.
Following the transfer of Arabs, the land would then be able to absorb
millions of Jewish refugees. "There is no other way out". Lipschitz
agreed with Weitz's ideas, but noted that partial solutions should be
addressed. Weitz suggested investigations in the adjoining countries
to determine their ability to absorb Palestine Arabs, then noted that
they agreed to apply to the appropriate department of the Jewish
Agency and to begin work in preparation for a "detailed plan for the
transfer of Palestinian Arabs to the neighboring countries."

JERUSALEM, April 13 - Leading
Palestinians living under Israeli occu-
pation are blaming a variety of parties
for the breakdown in talks between
King Hussein of Jordan and the Pales-
tinian Liberation Organization.
Some are still hoping for a renewal
of the Jordanian-P.L.O. dialogue on
entering American-sponsored negotiations
with Israel over the future of the occupied
West Bank and Gaza Strip.
Depending on their political view-
points, some Palestinians hold Israel
responsible for discouraging negotia-
tions by continuing construction of Jew-
ish settlements in the territories. Most
blame the United States for failing to
force Israel to halt the settlements.
Some pro-Jordanians blame Palestin-
ian radicals for refusing to abandon
their illusions and confront political re-
ality. And some pro-P.L.O figures
blame King Hussein for resisting the
creation of a Palestinian state and seek-
ing merely to reoccupy the West Bank.
Time May Be Running Out
The collapse of the effort has dis-
tressed many West Bank and Gaza
Palestinians, who fear that time for
compromise is running out in the face of
the extensive settlement construction
by the Government of Prime Minister
Menachem Begin. About 30,000 Jews
now live on the West Bank, where about
800,000 Arabs reside, and about two-
thirds of the land has been effectively
declared off-limits to Arab construc-
tion, residence or agriculture.
The plan put forward by President
Reagan last September called for a
freeze in Israel's settlements and the
eventual transfer of at least parts of the
West Bank and Gaza Strip to Palestin-
ian rule in association with Jordan. But
it opposed a Palestinian state. The
Palestinian National Council, the gov-
erning arm of the P.L.O., rejected the
plan, as did Menachem Begin.
There is a widespread conviction
among Palestinian Arabs that the Is-
raelis want to make life miserable for
them and thereby drive them out of the
territories.
This was reinforced by reported re-
marks Tuesday by the outgoing Chief
of Staff of the Israeli Army, Lieut. Gen.
Rafael Eytan. Israeli radio and television
and newspapers quoted him as telling
Parliament's Foreign Affairs and De-
fense Committee that for every incident
of stone-throwing by Arab youths, 10
settlements should be built. "When we have
settled the land," he was quoted as
saying, "all the Arabs will be able to do
about it will be to scurry around like
drugged roaches in a bottle."
Acute Disappointment
As a result, there has been growing
support in the territories for a more
moderate P.L.O. and Jordanian posi-
tion as a possible way out from under
Israeli occupation. Such a position envi-
sions accepting peaceful coexistence
between Israel and a Palestinian entity
on the West Bank and Gaza. The failure
to achieve this has been met with acute
disappointment.
"I think this is the end," said Jamil
Hamad, a Palestinian journalist from
Bethlehem, "and it's a very terrible
end, a frightening end. He who says no
to the Reagan plan should offer me, as
an occupied man, an alternative, a
hope. I think the Reagan plan, the Hus-
sein readiness to talk, demonstrated a
hope. Think of me as a Palestinian, oc-
cupied. What kind of hope are you offer-
ing me? Who is going to give me hope?
It's very, very frightening."
Former mayor Rashad al-Shawa of
Gaza said he did not see how King Hus-
sein could act alone, without P.L.O.
support, especially in the face of the
Begin Government's determination to
settle and hold the territories. "He is
afraid, and he's justified in being
afraid, that he'll burn himself without
accomplishing anything," he said.
"I think it is very unfortunate that
such a situation has arisen," he contin-
ued. "I think it is a grave mistake that
such a breakdown should take place."
"But on the other hand, I feel that the
undecided action taken by the United
States has encouraged the extreme ele-
ments to take still more extreme stands
and to influence the moderates. The
United States has within its power suffi-
cient influence to stop Israeli settle-
ments in the territories. Merely to talk
about doing its best to stop the Israeli
settlements - I don't believe that is
serious enough for us who call ourselves
moderates."
Trust in the United States
Criticism of the United States for fail-
ing to influence Israeli policy is a perva-
sive theme in Palestinians' assess-
ment of the impasse.
"The United States is powerful," said
Mustafa Natashe, the acting Mayor of
Hebron, on the West Bank, "but they
don't use their power in the right way."
Washington could have cut aid to Israel
and forced a halt in settlements, he con-
tended, in which case "there would be
more trust in the United States, and I
think things would have been changed
between King Hussein and the P.L.O."
"That's ridiculous," Mr. Hamad
countered. "I believe the Reagan Ad-
ministration was willing to exert pres-
sure on Israel to stop settlements" if
King Hussein offered to negotiate.
"Why are they not saying that the
Soviet Union is responsible for sabotage-
ing this effort, which is more logical?"

Israeli rabbi calls on God to annihilate Arabs

THE spiritual leader of Israel's ultra-Orthodox Shas party has come
under attack for a Passover sermon in which he called on God to
annihilate Arabs. "It is forbidden to be merciful to them, you must
give them missiles, with relish — annihilate them. Evil ones, damnable
ones," Ovadia Yosef was quoted in the Hebrew Maariv newspaper as
telling a congregation attending prayers last weekend. His party,
which holds the balance of power in Israel's Knesset and is a key
member of Ariel Sharon's national unity coalition, moved quickly to
clarify his remarks, which included a plea to God to destroy Arabs.
Yitzhak Sudri, the party spokesman, insisted that the rabbi was
referring only to "Arab murderers and terrorists", but Rabbi Yosef's
comments revived memories of his recent description of Arabs as
"snakes" amid complaints that the Palestinian Authority was tolerating
incitement, which both sides agreed to ban under the 1993 Oslo Peace
Accord. "May the Holy Name visit retribution on the Arabs' heads, and
cause their seed to be lost, and annihilate them, and cause them to be
cast from the world," Rabbi Yosef, a former Chief Rabbi of Israel's
Sephardi Jews, is reported to have said. Yesterday Meir Sheetrit, a
Cabinet minister from Mr Sharon's Likud Party, said that Rabbi Yosef's
statements should be condemned. "A person of Rabbi Ovadia Yosef's
stature must refrain from acrid remarks such as these . . . I suggest
that we not learn from the ways of the Palestinians and speak in
verbal blows like these," he said. Yassir Abed Rabbo, the Palestinian
Information Minister, said yesterday: "This is the third time that the
rabbi has espoused openly racist views and neither his party nor his
Government in which it serves has bothered to apologise." The first
Arab Cabinet minister, Salah Tarif, a Druze and a former Israeli Army
captain, said that it was "truly a pity that such things are said at
such a difficult time in relations between the nation and Arabs both
within the country and without. These remarks add nothing but hatred."

Rabbi calls for annihilation of Arabs
The spiritual leader of Israel's ultra-orthodox Shas party, Rabbi
Ovadia Yosef, has provoked outrage with a sermon calling for the
annihilation of Arabs.
"It is forbidden to be merciful to them. You must send missiles to
them and annihilate them. They are evil and damnable," he was quoted
as saying in a sermon delivered on Monday to mark the Jewish festival
of Passover.
Rabbi Yosef is one of the most powerful religious figures in Israel,
He is known for his outspoken comments and has in the past referred to
the Arabs as "vipers".
Through his influence over Shas, Israel's third largest political
party, he is also a significant political figure.
As founder and spiritual leader of the political party Shas, Rabbi
Yosef is held in almost saintly regard by hundreds of thousands of
Jews of Middle Eastern and North African origin.
The Palestinian Authority has condemned the sermon as racist and is
calling on international organisations to treat the rabbi as a war
criminal.
Rabbi Yosef said in his sermon that enemies have tried to hurt the
Jewish people from the time of the exodus from Egypt to this day.
"The Lord shall return the Arabs' deeds on their own heads, waste
their seed and exterminate them, devastate them and vanish them from
this world," he said.
Shas spokesman, Yitzhaq Suderi defended the rabbi, saying his remarks
referred only to "Arab murderers and terrorists" and not the Arab
people as a whole.
'Stirring up hatred'
Palestinian cabinet minister Hassan Asfur urged international civil
institutions and human rights organisations to consider Rabbi Yosef a
war criminal in future.
The utterances were "a clear call for murder and a political an
intellectual terrorism that will lead to military terrorism", he said
in remarks reported on Palestinian radio. He added that no punishment
would come from Israel "because its political culture and action are
in line with [the rabbi's] racist statements".
Israeli Justice Minister Meir Sheetrit also condemned the sermon,
saying: "A person of Rabbi Ovadia Yosef's stature must refrain from
acrid remarks such as these."
And he added: "I suggest that we not learn from the ways of the
Palestinians and speak in verbal blows like these."
Salah Tarif, the only Arab cabinet minister in the Israeli government,
also criticized Rabbi Yosef, saying "his remarks add nothing but
hatred".

using those which suited Felton's agenda, which, as Goldman correctly
noted, is merely simple propaganda.
